Either your solution is not complete, or the user has not paid for the solution. You will be notified if the user has paid for the problem in advance. If the user has paid, then you are guaranteed to be paid after you have provided the solution. If you start working on the user's problem and the user has not paid, it is highly recommended that you should contact and have a mutual understanding with the user for the payment.
As soon as you are approved to solve the problem, you can start working on it. However, you should ensure that the user has already paid for the problem if the price is not zero. Otherwise, you can communicate (email/chat) with the user and ask to pay before you start working on it.
